    2018 NWAHRA Board of Directors

    Anita Harger, PHR - President

    Kingman Regional Medical Center – Chief Human Resources Officer - aharger@azkrmc.com

    Anita joined Kingman Regional Medical Center in April of 2016 with 20+ years of experience in human resources leadership in the healthcare industry.

    Anita is a SHRM National Member and has earned her Professional in Human Resources (PHR) Certification.  Anita has been a member of various local SHRM Chapters in Arizona, California and Washington, serving in leadership positions for Central Arizona Human Resources Management Association to include Vice President, President and as an ad hoc Board Member.

    Anita volunteers her time serving on various other Boards of Directors, including her favorite Matthew’s Crossing – a small community-based non-profit organization serving the food insecure.

    Krista Toschlog, SHRM-SCP, SPHR - President Elect/Certification Chair

    Krista Toschlog earned a Bachelor of Science Business - Human Resource Management degree from Western Governors University.  She is delighted to have obtained her Senior Professional in Human Resource certification in 2013 and attributes this success to the NWAHRA certification study group.  She also received the SHRM-SCP certification in January, 2015.

    Krista rejoined the City of Kingman HR team as Human Resources Administrator in 2015.  She had the pleasure of working for two years at Mohave Community College where her duties encompassed employee benefits administration, onboarding, training, business partner development and employee relations.  Her earlier tenure with the City of Kingman of six and a half years included payroll, safety and risk management, and human resources for the public sector employer.  Krista Toschlog relocated to Kingman, Arizona from southern California in 2005. Her previous work experience includes the areas of advertising and public relations, construction and healthcare. She served as human resources manager and controller for a pediatric medical group with three locations and was responsible for the accounting and payroll for a multi-state employer in the heavy construction field.

    Krista is currently serving as the 2018 President Elect and Certification Chair.  She previously held the positions of President and SHRM Foundation Director for NWAHRA.

    Tommy Taylor, SPHR - Past President

    Tommy graduated with a Bachelor of Science degree in Business Administration and Economics from Bridgewater College in 2001. 

    Tommy started his human resources career with McKee Foods Corporation in 2002 as a HR Generalist in Stuarts Draft, Virginia. In 2004 Tommy moved to the McKee Foods Distribution Center located in Kingman, AZ location.   Tommy is currently the HR Manager for Kingman Regional Medical Center.

    Tommy joined SHRM in 2002 and obtained his Senior Professional in Human Resources (SPHR) Certification in 2007.  Tommy has been a member of NWAHRA since 2009 where he served two terms as Vice President of Membership/Program Chair, Tommy has also served as the Chapter President.

    Terrie Naylor, SHRM-CP, PHR - Program Chair

    I found Human Resources a little later in life.  When I re-entered the workforce, after some time as a middle school teacher and home-school mom, I was able to secure an HR position at a non-for –profit hospital in Delaware.  It was a great fit for me, so I began my HR journey.  I ended my time there as a Recruitment Specialist.  Upon moving to Kingman 6 years ago, I secured an HR position at Kingman Regional Medical Center. I became the HR Generalist in January of 2015 with primary responsibilities in areas of employee relations.  I joined the NWAHRA Board in 2014 as the secretary, and have filled multiple board roles since.  I truly enjoy helping both employees and managers find a way to make things “fit” and work well.  NWAHRA has been an integral part of my professional development, including providing the study and support I needed to obtain my HR certifications.  The members represent some of the best in Human Resources Leadership and I am honored to be their current president.

    Shondi Locey, SHRM-CP, IPMA-CP - Treasurer

    Shondi was born and raised in Sacramento, CA, and moved to Kingman, AZ, November 1994. She stayed at home to raise 3 children and when they reached school age, made a decision to go to work. Shondi held positions from Studio Manager to Dental Assistant until I started working for Mohave County in May 2007 for the Treasurer’s Office. Then, Shondi took an office support position with Human Resources December of 2009 and has been progressing there ever since. It was when she started working in the Human Resources department that she realized it was the career path that she wanted to pursue. Therefore, Shondi went back to school, obtained a certificate in Public Administration and continue to work toward her Bachelor’s Degree.

    In her current position, Shondi works with various departments in the areas of recruitment, classification/compensation, training, organizational structure and employee relations. She joined NWAHRA as a member and the association has been instrumental to her professional growth. Shondi obtained two professional designations: SHRM-CP (with the help of the Certification Chair, Krista Toschlog) and IPMA-CP (Public Sector HR). She considers herself to be a life learner and looks forward to the continued growth in the HR profession and the leadership opportunities that being a member of NWAHRA can offer.

    Jennie Dixon- Membership Director & College Relations

    Jennie joined the Mohave Community College team as the Human Resources leader in September of 2009. She brought 13+ years of public sector education experience to the job from various Payroll and HR-related positions for Kingman Elementary/Mohave Union/Kingman Unified School District.

    Jennie earned a Bachelor of Science in Business – Human Resource Management from Western Governors University. She has earned both Professional in Human Resources (PHR) certification and SHRM-CP certification.

    Jennie has been a member of SHRM since 2008, and currently serves as the Membership Chair and College Liaison. She is also a current member of College and University Professional Associate for Human Resources (CUPA-HR) and has served that organization as treasurer, president-elect, president and past president for the Arizona state chapter.

    Jennie is a long-time Kingman resident. In addition to being a wife and mother, she also volunteers for the Lee Williams High School Booster Club, raising funds to support student activities, athletics and scholarships and is a contributing member of the Mohave Community College Foundation, supporting the higher education pursuits of college student in Mohave County.

    Jackie Walker, SPHR - Legislative Chair

    Jackie joined the City of Kingman in 1995 and has served as the Human Resources/Risk Management Director since 2002. In addition to her responsibilities in Human Resources and Risk Management, Jackie also serves as Intergovernmental Relations Director assisting the City of Kingman in monitoring and lobbying on legislation of interest. Prior to joining the City of Kingman, Jackie’s professional work experience included areas of personnel, risk management, and accounting responsibilities.

    Jackie earned her SHRM-SCP certification through Society of Human Resources Management, SPHR certification through HR Certification Institute, and holds an IPMA-CP certification through the International Public Management Association. She is a cum magna laude graduate of Northern Arizona University and earned her Bachelor’s degree in Public Agency Administration.

    Jackie volunteers her time serving on various boards and commissions: charter member of the North West Arizona Human Resources Association (NWAHRA) and currently serves on the NWAHRA Board of Directors as Government Affairs Chair. Mrs. Walker also serves as a Trustee for the Arizona Municipal Risk Retention Pool (AMRRP); is a member of the AMRRP Loss Control committee, serves as Alternate Trustee on the Northwest Arizona Employee Benefit Trust Board, and is a member of the League of Arizona Cities & Towns Legislative Strategy Task Force. Jackie has also served as board member and past-Chairperson on the Mohave County Merit Commission, and board member and past-Chairperson of the Mohave County Judicial Merit Commission.

    Stefani Neary - Foundation Chair

    Stefani spent 8 years with American Family Insurance as a Licensed Customer Service Representative. After receiving her Bachelor of Science degree in Human Resources Management in 2014, she decided to leave American Family Insurance to pursue a new career path.

    She joined Kingman Regional Medical Center in the Therapy Services Department in May 2014. Stefani transferred to the Human Resources Department in November 2015, as a Human Resources Representative. She specialized in new hire onboarding, processing transfers, position changes, and terminations. In December of 2016 she accepted a position as an Associated Human Resources Generalist to help support the CHRO, HR Manager, and Generalist with employee relations.

    Stefani joined NWAHRA in December of 2016. She also joined SHRM in December of 2016. Since starting her career in Human Resources she has learned the work is both challenging and rewarding in many different aspects. She looks forward to learning and growing more in the Human Resources field.
